Rules for using HTS Bill to look up HTS lines and estimate U.S. import duty
2026/08/14
Overview
These Terms govern your use of HTS Bill (htsbill.com): looking up 10-digit HTS lines, estimating U.S. import duty from origin and goods value, saving a share link, and subscribing.
By using the service, you agree to these Terms. If you do not agree, do not use it.
What this service is
HTS Bill is an unofficial estimate. It reads published tariff text we have loaded, plus origin and the value you enter.
It is not a customs broker, not a CBP ruling, not legal advice, and not an entry filing. Candidate codes are possible matches. The button that prices a line is an estimate, not a classification.
CBP decides the actual code and duty on the date of entry. Switching origin only compares this estimate. It is not advice to change the origin you report.
See the Disclaimer.
Accounts and links
If you sign in, you are responsible for that Google account. You are also responsible for any result link you create or send. A person who has the link can open that snapshot.
Do not try to reach another user’s account, quota, or billing.
Acceptable use
You may not use the service to break the law, evade customs, attack the site, scrape it in a way that harms other users, or pretend the estimate is an official classification.
We may limit or close access when needed for abuse, security, or the integrity of the quota.
Subscriptions and quota
Browsing candidates is free. A full estimate with goods value uses quota: one free estimate a day, watermarked on the share link, or a Plus subscription for 100 estimates a month without that watermark.
Prices are shown on the pricing page and again at Stripe Checkout. Unused estimates in a billing month do not roll over unless we say so on that page.
You can cancel a subscription in the customer portal. Cancellation stops later renewals. It does not by itself refund the current period. See the Refund Policy.
Share links
A /r/… page is a snapshot. It does not update after the schedule changes. Free snapshots include a watermark. Paid snapshots do not.
Availability
The site depends on the published USITC schedule we have loaded, our Section 301 lists, Stripe, sign-in, email, and hosting. Features may be interrupted or changed. Additional duties we have not loaded are shown as not included. They are not zero.
The service is provided “as is” and “as available” to the extent the law allows.
Intellectual property
HTS Bill, its interface, and its software are ours or our licensors’. Tariff text comes from published government sources. These Terms do not sell you the schedule.
Limitation of liability
To the extent the law allows, we are not liable for indirect, incidental, or consequential damages, including duty you actually pay, a denied entry, or a broker’s fee. For a paid claim, our total liability is limited to the amount you paid us for the subscription period at issue, unless the law requires more.
Changes
We may update these Terms. Continued use after an update means you accept the new Terms.
